Wireless Construction Manager          (Contract position)
My job is site walks, develop site drawings, Scopes of Work (SOW) and Bill of Materials (BoM) for dozens of sites to be expanded to add Nortel CDMA/ EVDO, remove Lucent CDMA (1x) for Alaska DigiTel and add Ericsson GSM/ EDGE for our parent company GCI.  Work includes civil site work of expanding foot print, improving electrical capacity and adding more T-1's; as well as adding coax / jumpers and changing out all antennas.  I release the SOW/ BoM for bid to sub-contractor firms, manage the builds and assure quality. On new sites I accomplish

feasibility walks, info for FAA 2C, assure soils, work with  tower engineering/ foundation drawings, electrical power applications...  Also I monitored scope work, change orders and worked with sub's on punch lists and site acceptance.

Wireless Construction Manager - Quality Prime           (Contract per site basis)

I worked with a team of customer and sub-contract engineers to assure the recent wireless built sites met industry standards.  This work included site walks to include quality audits, punch list and site acceptance.

Telecommunications Construction Manager               (Contract position)
As a Construction Manager for the General Contractor manage the quality civil build-out, relocating of Nokia GSM digital RBS on cell sites to allow for expansion and growth for Ericsson UMTS node b.  Accomplished new site construction and well as expansion of existing plant.  Assigned and managed technical staff productivity.  Problem resolution to assure production schedules.  Verify workmanship quality, “as built” drawings, structural change recommendations and I was always on site for critical work performance issues.  My duties included responsibility for the deployment of site equipment; Out Side Plant (OSP) facilities, power system and battery upgrades / expansion and associated cabling, new coax cables and antennas.  Maintained extensive Excel spread-sheet milestone “trackers”, entered data into customer online data base.  Routinely took part in site design walks, power moves and upgrades, pad extension and grounding work.  Assured proper material, approved permits and guidance was provided for work from “Notice to Proceed” (NTP) to project close-out.  I also coordinated our construction efforts among sub-contractors, vendors, general contractor (GC) and client engineers and project managers. 

My Project Control duties were final verification with subs on labor and materials, T&E and Out of Scope (OOS) invoice verification; analyzing Scope of Work (SOW) and Bill of Material (BOM), verified and compared subcontractor “work accomplished” invoices, verifying sub-contractor accuracy of accomplishments as referenced in the cost and T&E man hour invoice (prior to budget payments).  A part of job was to assure the client was happy with our efforts to accomplish the work; on schedule, within budget and to assure no person or property was harmed in the process.

OSP Re-Construction Foreman                  (Contract position)
Our function was the restoration of service on special circuit, POTS; T-1 and DSL.  My duties were that of a technical crew leader restoring residential / business phone and special circuits. I provided technical, safety and quality training to the field technical crew.  Assured industry quality standards were maintained while working in a harsh environment of New Orleans in the aftermath of Hurricane Katrina.

Supervised a culturally diverse technical crew installing dual Nortel GSM R4 switches, (XA-Core, Succession and Gateway).  My duties included maintaining weekly time-sheets, customer interface, daily high level reporting, and I also conducted continual safety training and productivity meetings.  Routinely I detailed updates into the client’s web based tracker, assured material inventory, verifications of site drawing / prints, as well as being responsible for material and engineering issue resolutions.  Also I develop productivity task schedules and maintained MOP’s as well as job completion documentation.

Selected and train two dozen engineers as Quality Auditors for a major network roll out through out one third of China.  I was the Subject Matter Expert (SME) for the quality of installation and engineering.  My responsibility was to assure the equipment engineering and installation met industry standards and also to assure the customer would accept the installations.  I maintained matrix management of all requirements for the switch build-out to include building readiness, grounding, HVAC, floor space and appropriate power as well as all remote cell sites (3400) sites).  During the initial process I selected and trained two dozen engineers as to details to check during site audits.  We had a week of in class instruction; complete with hundreds of digital pictures.  Then we all went to the field where I would audit an installation then have them individually audit the install.  If they could find over 80% of what I found… they got the job.  This wasn’t a pass - fail event but a method of training. The client / customer never saw a quality issue.

Deployed digital circuits (DSLAM) for global communications provider SBC.  I routinely conducted hands on quality inspections, design and bid walks of central office and customer sites and provided close supervision and constructive feedback to develop field technician and supervisor’s technical abilities as well as customer satisfaction awareness.  I closely managed escalations and jeopardy items, ensured milestones and organizational goals were met.  I demonstrated excellent problem solving skills, root cause analysis, developing and maintaining customer and vendor relationships.  My responsibilities included resource scheduling and placement, vendor coordination and I provided sales support as required to maintain and improve quality and competitiveness of our proposals.  Additionally, I conducted real time conference call briefings with major customers, including project integration, scope, schedule, budget, quality, staffing, risk, safety and procurement of materials.  I achieved our budget goals for the region by continually providing project completions.  Our team efforts maintain a high level of customer satisfaction.

I initiated and compiled Installation Quality Standards processes for Nortel Wireless Group.  These efforts added value to next generation digital equipment installations.  I routinely presented Quality “Best Practice” methods and safety training for all technician staff.  My duties included organizing and maintaining quality metrics for management and customer reporting.  These efforts created million dollar (plus) savings with the development and implementation of a detail quality recovery plan for the $280M AirTouch Los Angeles during 1998… providing extensive and comprehensive hands on technical and installation quality training.

My responsibilities included project bid walks, job starts, material inventory and installation of the projects from implementation to final acceptance.  My duties were for the installation of several multi-million dollar wireless switches CDMA / GSM (MSC), power plant and BTS deployments… always assuring profitability for my projects.  I provided employee safety training, site physical readiness reports and milestones verification; AC power, tower status, design walks, warehouse inventory of units, misc. material and pack-fills, cell site delivery coordination, installation and testing, BTS commissioning, T-1 testing, call processing verified, network integration, customer acceptance and job closing documentation.  Also I provided real time project status to internal and customer conference calls.  I was the Field Implementation Manager on the “CDMA Trial”, in Xian China; where we deployed a CDMA network and call tested it within 30 days.

Coordinated massive MDF cable connectivity’s with 3M and AT&T 411 modules.  We converted MDF, old switches and new switches cable/wiring to pluggable modules.  Additionally I installed initial and growth digital telecommunications equipment.  I also provided technical staff on site safety training and I interfaced daily with customer engineers and managers.  My experiences include pre construction bid walks, job starts, MOP’s, installation quality, punch walks, and customer acceptance.

Previously, I held positions as Installation / Repair Technician for Southwestern Bell Telephone (SWBT) and as a Cable Analysis (of Albany, Ga.) contract I&R Tech., Cable Splicer and OSP Field Engineer for New York Telephone, the Virgin Island Telephone Corp., New England Telephone, Pacific Bell and Bell South.
